Aargh, what a pain. Maybe backup the save files, delete HL2 and reinstall?
FOR THOSE THAT ARE STILL STUTTERING:
We added an option that you might want to try that may fix stuttering problems for some people. We didn't get enough testing on this particular fix to risk everyone running it by default quite yet:
To enable:
1) Right clip on game (Half-Life 2) in the Steam "Play Games" menu.
2) Select "Properties"
3) Select "Launch Options"
4) Add:
+snd_async_prefetch_priority 1
to your launch options.

Yes, I enabled console that way in HL2 and CSS, so I am quite familiar with it.options/keyboard/advance/enable console
