More likely he either has parkinsons or autism. He reminds me a bit of Michael J. Fox, a fully functioning brain except he can't control his muscles due to parkinsons.

I know someone who looks and acts almost exactly like him. The guy's friends all say he's not abusing any drugs, he just acts that way all the time.
