not anymore, friend. that's old school. now, it's just the middle button. so, in the op's case, yes... the button second from the top is the only one to be buttoned in a 4-button jacket.... although, 4-button jackets are definitely not the trend.
 
it was made a few years ago. I wear my 3 buttons quite a bit. I just went without buttoning it. Funny how women love these stuffy dressy restaurants and I'm not even supposed to take my jacket off, wtf kind of policy is this.
