I am sure of it. Something has disabled all my networking services.

I ran a stand-alone scan from ESET. Found 146 infected files which it removed.

I have another windows machine so I can check what services should be enabled.

Anyone know a virus that disables services?

That's a common behavior for many viruses.

They disable whatever can detect/stop them.

If you had Eset installed, and have your OS / router up to date, you must have done something really bad in order to have that many viruses.

It sounds like you need to do a clean/format command on your HDD, and reinstall Windows.

Restore your OS partition backup, after mounting drive on another, clean system to retrieve any valuable files made since last backup.

I second @UsandThem about the router check if you use one. They have become major attack vectors in the last 2 years especially given the propensity of so many manufacturers to not fix firmware flaws.
