I agree with the cops who walk around front first to see what is up before determining. I don't with the ones that start to manhandle him without even knowing what he is doing.
 
the cops should have used a water bottle to fool that guy into thinking he was getting peppersprayed.

Yeah several of the first few pretty much grab him by the collar or firmly place their hands on him. Since he wasn't under arrest they really shouldn't touch him at all.

Probably a good way to test cops who are a bit overboard and need additional training.😉
