The license plates(Starts with DL...) on one of the car shows that this is in New Delhi, India...so even if a traffic cop pulls him over, he can easily get away by giving ~Rs.100-500 (~$2-15) to the cop
When i was there back in Jan, my cousins were driving worse than that. They didnt stop at red lights after 9-10pm (just ran through them on main roads citing security issue). Even though there is a seat belt law, no one wore seat belts. I was the only one wearing seat belts whenever I was in a car....and they talk on the phone all times while driving (against the law again)...One of my cousins offered me to drive and I refused (no way I was going to drive a manual in that traffic mess)
When my parents went there, they were telling me that one of my uncle was driving them home on the WRONG side of the road, drove past by a cop, asked the cop if he was going alright, and the cop said "yes". (again, my uncle was going wrong way...lol...but again, that uncle knows lots of cops (higher level) in the city)
