lol, most companies give you a promotion with no pay raise, as if you'll be so thrilled to have some new title that you'll completely forget about the pay raise that should have come with it. I'd take the pay raise with no promotion any day.

They didn't have a raise ready when they said you didn't get the promotion? That's lip service.

You are too valuable at your current job and they won't promote you out of it. Why would they?

Start job shopping now, you have a LOT of leverage.
