I'm hesitant to do any filing cause once something like that is done it can't be undone.

You need a pro to do it really right, you can undo it...it's called refretting :)

After a refret there usually is some filing also. Again depending on value of the instrument chooses the money you are going to pay for the level of workmanship.

On a sub $500 guitar it's usually replace it or sell it to someone that just wants to stick it in a room.

I suppose buying a new neck would even be a better option than new frets if I want to keep the guitar, right?

Not always. A lot of times the necks change slightly and also they sort of age together with the body...

Refretting is standard, a reneck can be major.

The frets on a fretted instrument such as a guitar wear out with use and need to be replaced with new ones sometimes.

about 5 years ago a guy in Freeport, IL refretted my Jackson Custom AND hotmodded one of my humbuckers for 100 bucks
it was only a year old, it didn't need to be refretted but some spank at another local music shop added a grooved the 3rd and 6th frets

i know the guy eventually got fired for doing something stupid, maybe he's moved and working near the OP
