In Cali I know you can pay to not have a license plate on your car. The police would use your VIN as a license plate. A lot of famous people do this so you cant track them by their cars.

That's not true. When you buy a new car in CA you don't get your plates usually for 3-4 weeks. They give you a paper tag to tape on your windshield as a temporary tag until your plates come in the mail.

There may be some level of truth (at least to the extent that it's not enforced). The g/f recently spent a week in Malibu & one thing she commented on was the number of vehicles with no plates, no temp tags, etc.
