GTX 970 Fan issues

Hi i have a msi gtx970 4g

I had to change the fans as by my own daft mistake i broke i blade on the fan i have replaced the fans but now the fan on the right the one with the msi logo on it is always spinning what sounds like 100%. Both msi afterburner & GPU-Z are not showing the fan to be spinning at all anyone no how to stop this
