I've heard that you should set the limit to 1 fps below your refresh rate to minimize input lag with vsync. I've always done it like that, but 60 might work, too. You can change the value on the fly while in the game, try both if you're not sure. Perhaps there is no difference.

I just scratch my head when anybody recommends a 59 fps framerate cap with vsync on. if you put it at 59 with vsync on then you will get the little hitching that annoys the crap out of many people including myself. heck just panning around will produce a little stutter in every game I tested that silly recommendation in. it is silly to recommend that to reduce lag yet be so blind not to see the resulting hitching. its the main reason that adaptive vsync is a nice option because when you can't maintain 60 fps then its usually better to have a little tearing than the annoying hitching.

I've never noticed this and I've been using the 59fps limit in many games, perfectly smooth. But if it annoys you, 60 should work equally well. The main reason why I cannot stand vsync without fps cap is input lag. With the fps cap it is much more direct, it's like night and day.

well people always mentioned that 59 fps thing so I tried it in several games a while back. the hitching with vsync on and 59 fps was 100% reproducible and even happens at nearly consistent intervals when panning around. turning of the cap and letting the game go to 60 fps stopped the hitching every time. I spent hours testing this and cant figure out how anybody else would not be driven crazy. again its the main reason adaptive vsync was made so you would not get that hitch when going below refresh rate with vsync on. and there is no point in a framerate cap at 60 fps if you have vsync on with a 60hz screen. vsync itself is already capping the game at 60 fps on a 60 hz screen.

Yes there is a a point in a 60fps cap in addition to vsync: massively reduced input lag.
And for SLI/CF users, it can make the frametimes more even than vsync alone can in some cases.

Either in the Nvidia control panel under "Vertical sync", you can select "Adaptive" and "Adaptive (half refresh rate) there.

Or in Nvidia Inspector under "Vertical Sync Tear Control". Although I'm not sure if you need to set something else there too. I would try the control panel first.

To do this I need to use global settings correct?
So when I enable "Use advanced 3D image settings" instead of "Let 3D app decide" in the nvidia control panel, are there any other tweaks I should make in the Global Settings tab? ex Ambient Occlusion is currently set to off, fxaa is off, etc, should I max everything out? How does this affect the in game graphic settings?

do not use global settings for any of that stuff. some apps will have issues so simply use the game profile.

Here:

But I would strongly recommend using the fps limiter first.

Dxtory automatically recognizes running game processes and adds them to the list on the top. Just tick the box and you're fine.
Note:
I don't know if this option is enabled by default, but if you want to use Precision X or Afterburner while having the fps cap enabled, this box has to be ticked. Otherwise the programs conflict with each other and won't work simultaneously.

The frame rate cap seems to help. Still stutters here and there but has improved overall, thank everyone for their help!
