GTX 460 or ATi 5830 ?

On my limited experience, going from NVidia to NVidia (as opposed to NVidia to ATI, which may require an OS reinstall) as an upgrade is the wise move. Should go very smoothly, which should be a factor in your decision.

any reviews with noise measurements on the Gigabyte card?

The cooler on the GIGABYTE card looks strong and no doubt will perform better than the standard GTX 460 cooler. It's not the best GTX 460 cooler we've looked at, though, which is saying something since we've only looked at one other. The extra heat and noise coming from the card is something you wouldn't really notice as it's only a small difference.

LOL! i've been on that tick-tock so many times and i did not even re-installed my OS again and again... what is the rationale for such an act?

You didn't state your resolution, but Xbitlabs has (as usual) got some handy charts.
(The red bar is the difference between GTX460 and HD5830)

As you can see, the HD5830 loses in pretty much everything, but by varying margins. Often the margin reflects the cost difference between the two cards, but it is gets much higher.
So the GTX460 is a better bet on average.

well the GTX 460 really wins this round... specially for the palit cards that are really tweaked cards...

LOL! i didn't get the point on why you have to reinstall your OS if you're going to change from ATI to nvidia and vise versa... because i've been switching from both cards LOL!
