Is it best to leave the frame limiter and frame sync to ON?

With 2.53GHz, 512MB PC2700, GF4 ti4600 I only show 22~30 fps @ 1600x1200x32 in the game using fraps. When it starts raingin or fog appears it slows down drastically. I have already loaded the nocd patch.

Thanks boner. I had done a search for GTA3 looking in the software forum only, and obviously I should have simply selected ALL forums. :disgust:
