I own a crappy 15" LCD display, which by manufacterer specifications can only get a max of a 75hz refresh rate...is there some program out there that can push that figure up a bit? If so, what are the risks, and where do i get it?

Refresh rates mean jack and/or squat on LCD's, absolutely flicker free.

You say your LCD is crappy, explain what makes it crappy?

i say its crappy because its 15" and because it flickers on certain games, i don't understand why it can run max payne perfectly and flicker like the world is falling apart on CS and starcraft.

May be 2 reasons:

1)Need new vid card drivers
or
2)TURN ON VSYNC!!!!

<edit>

It's not your monitor, don't bother trying to push it or anything. It sounds to me like you need to turn on vsync in those games that are flickering.
