Bjork has the best voice of any female singer since the early ninetees. Better than many of the great operatic sopranos. Cecilia Bartoli is a close second.

Pavarotti's voice has been busted for years. In the 70's, however, he was the freaking man. I have a recording of Boeme from 1973 with him that's incredible. A few years back I saw a live pbs special of him doing 3 acts from 3 different operas. One was the third act of Boheme and it sucked. He was totally drowned out by the soprano.
 
Sabine Edelsbacher (Edenbridge) and Simone Simons (Epica) have great, strong, and feminine voices (IMO, even better than that of Tarja Turunen). Their bands are also top-notch, as long as your favorite genre is symphonic metal. 🙂

Luca Turilli has also managed to get a very good female singer for his latest album, but her name hasn't been revealed yet (her nickname is Myst).
