Yea this is a hell of a sale. Nikon/Canon lens sales are pretty rare without the purchase of a camera. I just jumped on the 70-200, 24-70, and 28 prime ha.
 
Whats VRII?
VR (VR I) = 3 stops vibration reduction claimed by Nikon, but it is likely effective at 1/2 of what Nikon claimed.

VR II = 4 stops vibration reduction claimed by Nikon, but it is likely effective at around 2 stops reduction at best, and at the worst case VR II is a market catch word that bewitch Nikon pundits to spend money.

IS and IS II are pretty much the same marketing strategy from Canon, except that some IS II may have hybrid stabilization that employ vertical as well as horizontal stabilization.

Actually VRII is quite a bit better than 2 stops for this lens:
