Graphics Slowing Down

My computer is going slow on graphic applications sometimes. It will be slow for awhile, and then just go back to normal speeds, when I haven't altered anything.

Temps have been constant.

I see the slow down in games, then I test with performancetest, and performance has been about 1/10th of normal. Low scores are '2d rectangles' and all 3d tests.
 
Sounds like the CPU could be throttling back due to temperature. Under 100% CPU, what is your CPU core temp (in °C)? Using the stock Intel cooler?
 
CPU score isn't effected, but according to my motherboard program, after 3 minutes of dvd shrink, 100% of both cores, it says 30 degrees.
 
just got my external temp guage back from rma, went back to stock 2.8ghz, and it's showing 50 degrees under load, so my 'superstep' program from manufacturer isn't accurate at all. But my 3d is back to normal, I'll report if it reverts to slow speeds again.
