Ok so this computer I am currently using is my newest build.

CPU: AMD Phenom II 955
Video: HD4850x2
750w PSU

( I didn't have either of these problems when I first put the comp together a few months ago)

My first one is If I play a game every half second it sort of stutters. This doesn't happen on WoW or EQ2 =

And the other one I believe it is due to having a low watt power supply - But when I raise the front side bus frequency to anything higher than the factory settings certain programs don't function properly (like everest) and it takes a long time to start.

one more thing I cant even open the Catalyst Control Centre for my video card it says my drivers are outdated but I have the newest ones.
 
Boot into safe mode and make sure you delete the old drivers then reinstall the drivers again. This should clear up the out of date issue. Should fig the stutter as well.

Your PSU is not a low wattage PSU. If its a decent name brand unit then your fine.
 
One other thing. recently I have noticed that some sounds in games dont work as they should. Like anythign further than where my character is does not sound right - or certain sounds close to me dont - this happens with more than one game...I dont have a sound card, though I have not messed with any of my sound.

Well do you or don't you have a sound card?

If you don't have a sound card how can you tell if the dound is messed up?

It doesn't take much to kill most on board audio. You may have to get a cheap sound card to see if there is an issues with the on board audio. There is a chance a sound card may fix your overall problems. A failing sound card/on bord audio can cause some funny issues.
