Graphics help

I am running WinXP and the only graphics program on my computer is Photoshop. That usually works find but in working with web pages, I want to use GIF backgrounds and GIF animations. The thing is, when I try to import one, I get a batch of gibberish. When I look at the file icon, I see the icon of Microsoft Windows. Does anyone have any idea why? I've just downloaded FastStone Image Viewer, hoping to fix the problem. Any help from anyone?
 
Actually I tried Photoshop. It did all the transferring and saving, but when I looked at it in the folder, it still had a Word icon. What finally happened is that I found FastStone Image Viewer, a free utility, and it had a way to batch convert all the GIFs in my Documents folder. After I did that, all the GIFs had a blue bar across them and the word GIF imprinted.
