GPUs running at max clock speed in desktop

is there a power option in the control panel to stop GPU from running at max speed. The loud fan is annoying when I'm just browsing.

That, and adaptive power management in the NV control panel should fix it. Alternatively you can create profiles using adaptive for your desktop apps (include mouse related system trap apps as well if using a razer or logitech mouse), while using max performance in the global settings.

...that and also a miner in my case. I noticed that my gtx 580 sli back then was throttled at 100%. Couldn't figure out why until I ran malwarebytes, and detected something like a "miner". And that's also how I found out about bitcoin mining.

Very good point. There are malicious programs that do just what you describe and affect GPU load. If the above suggestions with adaptive power management and hardware acceleration don't work, definitely clean the system.
