GPU Wont go idle

After booting windows my gpu clocks etc. but after a while the clocks and gpu usage goes to 100%

Tried reinstalling drivers (removed then with display driver uninstaller), I am using newest stable driver 13.12.
GPU: r9 290 xfx reference cooler.

Memory clock spikes each time I tab into gpu-z.

Took all pictures while idle.
I also have only one monitor

Smells like crypto currency generating trojan on your system. Download process explorer and check if it is showing what process is using GPU and also look around for suspiciuosly looking processes that are either not signed or signed by shady corps.

Does process explorer tell me what processes are using my gpu?

That is nice, I will surely try it when I get home.

It does for Intel/Nvidia, hopefully will do with AMD stuff as well.

EDIT: run process explorer as administrator to see more details about shady processes and their GPU usage
