Yes.

In short, the GPU manufacturers want to save money and dump the cost on the PSU makers.
The PSU makers want to save money and dump the cost on the GPU manufacturers.


Adding caps to the lines bring their own problems. It is going to be a mess for a few years.

Interesting... seems like if you pull 2x the power draw during the transients, you probably want a 1200W PSU if you have a 450W GPU. 1000W if you have a 350W GPU. 1500W with a 600W GPU.
