Is there an organization similar to CDDB for GPS street navigation data?

I'm thinking of putting GPS navigation in my car and I'm still reading about accuracy problems. Do any of the big name applications for PCs & PDAs have learning capabilities? ie. you drive down a road that confuses the algorithm a couple times and it can piece together the actual coordinates from your driving history and known good reference points. It may even ask the user, 'Are you driving on road A, B, or C?'. Couldn't this data be stored and uploaded later. If, enough submissions are similar, it would be updated for future releases.

Though mapquest can't even give reliable results, and it only has to look at maps. So maybe the problem isn't the data, but the algorithms.
