Note I didn't link to FOX so we can dispense with that. Without doubt private industry has problems, but the standard answer is that government can do better. It's true with such things as scientific research, since the making of a buck (or having someone else make it instead) drives that in industry, but for a whole lot of things? Nope.

Chances of fixing this? Nil.

Consider the cost the the private sector of handling all the required duplication also.

But each agency has to protect it's own turf 🙁

I'm not sure which is better, one huge bloated bureaucracy where information can't get to the right person in time because bureaucrats are jealously guarding their own little fiefdoms, or many big bureaucracies where information can't get to the right person in time because bureaucrats are jealously guarding their own little fiefdoms and not sharing with "the competition".

Information sharing is a real problem without doubt, but different agencies have different missions to reflect different needs of those they serve. One could combine them, then they would be subject to at least one more level of bureaucracy most likely politically driven and competing with each other for the attention of the top hierarchy. Generally the larger the bureaucracy the more inefficient the organization.

At this point, it's nothing more than a massive jobs program.

Democrats LOOOOVE them some jobs programs. Almost as much as high-speed trains.

They won't touch it, no matter how hypocritical it makes them look.

The DoD budget has been increased, not decreased, under Obama. The fault falls among both parties and their constituents. At least the GOP is honest about their stance.
