Theres a HUGE difference between budget shortfalls and deficits. Texas CANNOT run a deficit. It doesnt have a shit load of debt like Cali or NY. Texas has a fiscally responsible government. In fact like i said above it has about $9billion in surplus from previous years. Another $14billion from Obama too.
