it creates an electric signal based on physical input
that is what a encoder is , it turns a turning force into an electric signal

it is an input device, like what you would find inside a steering wheel for a driving game on an xbox
it turns the movement of the steering wheel into the electric signal that the game uses to move your car around in the game

Indeed

I got no use for it, what sucks is someone cut the connector off at the end of it, so who knows if it will sell lol.
