Though, if he sold you an OEM copy without hardware, that'd bad news for him.

File a complaint with PayPal. Even if the auction listing said cd only, it is still illegal for him to sell microsoft products in that condition.

I'd contact Ebay first and PayPal if necessary. Either the seller didn't know any better or they did and cheated you. Either way, you deserve a full refund.

You certain the COA sticker wasn't attached somewhere else in the packaging? I almost threw one away in a bunch of bubble wrap from Newegg once.

Ya the seller was definately a swindel but then again maybe not a very smart one putting up a pic of the already used COA, lol. Heh, most people take a picture of the COA with the key blacked out. I agree, file a compaint with ebay or PayPal, no need to file with both, every filing is automatically copied to the other organization, but see if you can get ur money back. As far as using the disc, its pretty much worthless w/out a legal COA which you aren't going to obtain without buying a new disc, anyway. I have heard of people getting a replacement license/product key from M$ but I'm not sure of exactly how.

Basically this is a HP/DELL windows XP... they just peeled off the sticker and sent you the disc
