Depends. It would be ideal but kind of hard to avoid with stuff like this:

Complaint : perfect in all things except the shipping is a rip off
Response by cbutton5@cogeco.ca - Obviously did not account for the cost of shipping materials and such.......

It's not the numbers that matter but the complaint itself.
