My computer is up and running fine, but I didn't get as big of a performance boost in Oblivion as I thought I would. And it appears to be registering as only 1.80 GHz, as opposed to 2.40.

Anything special I need to do in order to get the best out of my Core 2 Duo?

If you are at 1.8GHz, then the FSB isn't set correctly. It should be set to 266/1066Mhz.

 
Flash your BIOS. You would want to check the website of the company that made your motherboard to find the correct files and software. It's free, but it's (kind of) risky when done by an idiot. Follow the instructions on the website, they know these things better than you do.

It doesn't make it -that- much faster, especially at higher resolutions.
 
Today's games have more of a GPU limitation than a CPU limitation IMHO. Oblivion has been known to bog down the mightiest of the pc systems.
