You need a previous version of Windows, but you can still do a clean install once it verifies the disk.

 
Just as UsandThem said, clean install is possible, just make sure you have your copy of 98 ready for verification.
 
Yes, you can do a clean install, it will ask for the cd of a earlier version of it, or you can start the install and delete the partition after and continue the clean then as well
