Got a new PSU, what's the red switch in the back?

I got a new PSU. The red switch in the back is the voltage selector, right? So what do I set it to? (115 or 230). In what situations would I want one or the other?

115 in the US, 230 overseas

it wont go "boom" it just wont boot up

never had 230 V setting kill anything before out of the 10 or so comps i've built

Yes no boom using 230 volt setting with 120 volt outlet, but try the 115 volt setting with a 240 volt outlet and the result would not be good.
