Google Nexus 4 not syncing emails, no notifications,pulse light notification not work

every since the last update these functions don't seem to be working for me. Anyone else have this issue? I've looked all over the boards and have tried all the suggestions (except restore it back to factory defaults).

Or he can spend a few minutes and re-install the OS and save himself the trouble of that hassle

Factory reset. Updates can mess things up sometimes .
