There are so many gpe and sense forms out there that making the decision doesn't matter. Get whichever is cheapest and flash what you want our prefer. I'm running modaco switch and have both as a dual boot phone. I personally prefer sense to gpe.

Is the bootloader unlocked on the ATT version?
You could probably just flash a google edition rom onto the att version and it would be the same thing.

I flashed a google edition rom on my att s4 and it is the same thing. They did lock the bootloader with a new update. I didn't update though.

If you are paying full price, get the dev edition and flash whatever you want.
If signing a contract get the att version and flash whatever you want if possible.

I thought I would flash a ROM on my One, but Sense just works great with the phone. Turn off the feeds to Blinkfeed and assign a new home screen and it does not get in the way.

Stock Sense is very quick and it is the first phone in a long time that I have not had any desire to run anything else.
