Yes you have to be logged in... it attaches the blacklist to you google account.

It is a GREAT idea that google could lower the rankings of websites that get blocked by enough people. I would rather have good information come up than crap.
even with loggin in i don't see the option :/
They're probably enabling it in spurts like they did with things like IMAP support.
