I think you got it all wrong. "Photos" is "Gallery" for Google+. If you don't have (and don't want) Google+, then you don't need "Photos".
Actually I just realized that Google replaced the Gallery app with the Photos app. My original Nexus 7 that I bought in 2012 had an app pre-installed called Gallery. The update removed the Gallery app and installed the Photos app.

So, it isn't a change in the Photos app I need to be complaining about, and which was requiring a Google+ account at the time. I was able to access the images on the tablet via the Downloads folder app (under Settings), but then something strange took place.

I decided to do a factory reset hoping to undo the system upgrade and recover the Gallery app. No deal. Like Apple, you can never go home. But then something really strange occurred. The contents of the Download folder emptied (expected), but the email content in the Gmail app remained--even though I was not signed into any Google/Gmail account.

Worse was that after the factory reset it was aware of what Google account the device was registered with in 2012, prompted me to sign in using it (or creating another) and continued to leave per-existing email from pre-reset accessible to anyone.

So, lessons I learned: Never update something that is working for you; Never trust an Android factory reset to remove personal information.

I'm not aware of Gallery being removed completely from Lollipop (can anyone confirm?), but Lollipop definitely did not 'replace Gallery with Photos', because Photos have been there since the KitKat update, and (at least initially) it was simply just a shortcut to your Google+ photos (which was Picasa, for those of you who have been using it prior to its integration with G+). The Gallery app is still there for access to your local media only, while the Photos is an additional app added after KitKat to access all your media, including the ones on G+ if you chose to upload there. Maybe you just didn't realize that the Photos app has been there for a while?

If Lollipop did actually remove the Gallery app (which makes no sense to me), the QuickPic app mentioned above by someone is a great third party Gallery app. I don't use in on my Sense device because I'm fine with Sense Gallery app, but I do have it installed on my Touchwiz devices.

Re-sets are not a perfect science, I've seen similar behavior across many devices and versions of android. It happens, clear cache and re-set again, 2nd or 3rd usually does it.

Also, you have a Nexus device, so you can go home again. Root/unlock and flash anything you want to it. Easy peasy. Gallery is gone on my N7-13 I loaded L on the other week too, I hadn't noticed since I haven't used anything but quickpic and Photos for years.
