I am confused as everyone is talking about performance with games. I do web design, graphics, and photo editing. I recently started video editing and figured that a better video card would improve perforance.

I have two P4's, one has integrated graphics (though it does have an AGP slot), the other with a GeForce2MX 32Mb.

Micro Center has Asylum GeForce FX 5200 128MbDDR VGA&TV out for 59.99 AR; and Mad Dog Prowler MX440-SE 64Mb DDR with TV out for $39.99 AR. Are these good deals? Other recommendations in a $100 price range?

Thanks!

Video card won't effect video editing performance. I'm tempted to recommend a Matrox card for it's superior 2D capabilities since you're not going to play games.

I agree that a matrox card would be the best for you. None of the apps you've named require any gpu processing power.
