Yes Hyundai has made significant improvements but I would buy a Toyota/Honda/Subaru instead.

Yup, before the debut of the WRX, Subaru was making a quality, inexpensive Impreza RS in relative anonymity
 
Just recently got a 99 Acura TL for $9500 in great condition.
[*]Reliability is wonderful, as are most Acuras
[*]Traction is infinitely better than my 2002 Honda Civic. This winter with 10+ inches of snow at a time the Civic couldn't move due to traction problems (even with new high traction tires) and the Acura had no trouble
[*]gas mileage is decent. Yes, the Civic and Corolla have it beat in gas mileage though. Note: the Acura is premium gas.

I realize that this probably isn't what you were thinking of, but honestly it is a wonderful vehicle that is close to your criteria.

I have to agree. My brother has a 98 malibu. It has been in the shop a lot this year, something holding the engine on was falling apart and the power steering flat out stopped working altogether (cost $500 to fix).

Its starting to make my 99 neon look like the epinome of reliability.
 
What does anyone think of that Toyota matrix? It has a stupid name and is kind of ugly, but it seems like has good gas mileage and AWD is nice for the price.

Well, they are not mututally exclusive, and are totally different from one another, as one is used when accelerating, and one while braking 🙂 TC just sucks. It may sound like it's really good but it's not. I was in a new malibu in the snow and what not and I kept turning it on and off and frankly couldn't tell the difference. I had no problem losing traction in either case.

Eh, in a cheap used car they're probably more hassle then they're worth. I've never had either and frankly don't care.Its fun spinning your tires once in a while😉 Anti-lock increases stopping distances on dry surfaces, or so I recall reading.
 
Traction Control = placebo more than anything else. There are a few situtations where it might help out, but meh.

ABS is worth it for most drivers, since people like to jam on the brakes at the first sign of an emergency.
