Good program to control access to windows on computer (like hide ctrl panel..)

Basicly a program like fortress 101 is what i need, it would block the control pannel and selcted applications so people dont mess with it...i found control freak by spytech software, but its really slopyly done ...

 
well I think that winXP, win2k, and winNT have this feature built in. Each user account can have different priveliges (ie ability install programs, hiding ctrl panel, etc.).
