Good PC for sound editing

A friend is thinking of getting a computer that will be used for sound editing/mixing. They want to keep it under 500 bucks, and don't have a monitor. There will be no gaming, or anything like that on this thing. Just sound editing, and surfing the web really. I'm looking for a pre-built PC here, so not parts. Any recommendations?
