Definitely go with choice 2. A 3800+ will not bottleneck an X1900XT since most games now are GPU bound. The monitor won't get outdated as fast as the internals, so it's a good investment to go with a nice monitor. An X1900XT on a 17" LCD would be such a waste. You don't need a monitor with like 4ms response time at all. I'm on a monitor with 16ms response, and it's perfectly fine. No ghosting or anything on FPS games. Get something that supports 1600x1200 or greater. Maybe just add another gig of RAM to make 2GB, and you'll be good to go. The EPoX 9nPA+ Ultra is a great $100ish mobo that overclocks almost as well as the DFI Lanparty Ultra-D.
