Good Games Laptop

My brother has gotten a new laptop which has 1024 MB RAM, Athlon 64-bit 3500+, and ATI Radeon Xpress 200m Video Card. We installed FarCry, and it can play it with very low settings, but not that great. Next we installed Splinter Cell: Chaos Theory, and With all settings on low and res at 800x600, hes getting maybe 30 fps.

Is there something wrong here? I thought it was a pretty good system. I dont know much about the video card, but everything else looked good. Also, Is it possible that the processor which should be 2.2 ghz, is stuck on 1 ghz because of cool and quiet? Would this cause poor game performance? If so, how can we turn Cool n quiet off?

Otherwise, does anyone know of a good gaming laptop for $2000 or less? One that can play the newest games and upcoming games at full settings?
 
Alright, thats what I expected. So are there any good laptops for games? Or should one not expect to play games on a laptop?

Oh, and I know there are laptops built for games, but any for less than $2000? We're not looking into Alienwares or anything...
