They tested fan speeds high and low?

Abstract: The Coolermaster TPC-812 heatsink performs exceptionally well on the synthetic Intel platform at stock fan speed, within the Top 5 Intel heatsinks tested to date in fact

Ultimately, at stock fan speeds the Coolermaster TPC-812 heatsink performs within the Top 5 of Intel heatsinks tested to date. The Corsair Hydro H80 and H100 liquid cooling systems tested a hair cooler, but a good ~7dBA louder. A further half-dozen heatsinks perform virtually the same as Coolermaster's TPC-812 but with lower noise output.

my hsf is near dead-quiet with a 160w phenom II at max use (prime95 heat mode) and doesnt get over 60c. The little dimples in it, fifth heatpipe, and triple staggered heatpipe setup really does make a big difference. I have cranked my cpu up to 1.5v just to see what the heatsink does with the slow fan I have on it will be capable of, and it actually stays under 70c while staying dead quiet at up to ~250w from the cpu. with a fan you can barely hear, I betcha it could handle 300w.
