Gonna Cry: PC Problem still not fixed after 2 1/2 WEEKS!! Techies are stumped.

I just got my Abit KX7-333R back from Abit's RMA service today. And they replaced it with a new one. I plugged everything in, and turned it on to no avail. This is what it does: I press the power button and the monitor flashes like it's gonna turn on, and then the monitor turns back off again. I am getting no POST beep. The speaker connection IS plugged in and everything else is too. All fans are spinning on my CPU, northbridge, case, etc. I've tried a different video card, got a new motherboard, got new RAM, booted the motherboard outside of the case, etc. I did clear the CMOS when I got the board today also. Here's the specs:

Abit KX7-333R
Athlon XP 2000+
128MB PC2700 CAS 2.5 & 128MB PC2100 CAS 2.5 (I've tried both and I know the PC2100 stick works because it belongs to a friend.)
Geforce 4 Ti 4200 64MB & ATI Rage 128 XPERT 2000+ (I've tried both and I know the ATI works because Im using it right now on a diff. PC)
Western Digital Caviar 20.00 GB 7200 RPM
4x4x32 CD-RW
350W PSU

I have already tried disconnecting the HD, FD, and the CDRW. I also took out the video card to see if that would help and still no POST beep. I asked the techs at 'Galaxy Computers' and 'Computer Hut' and they didn't know. I have already tested my monitor and that works too. I am guessing that it is my CPU or my PSU. Could a bad CPU or PSU generate that kind of symptom? The monitor flashes like it's gonna turn on and then it goes back off. GRRRRRRRRRRRRRRRRRRR........ I have just waited 2 weeks for my mobo and it finally got here and I still can't get it to work. I bet you can imagine my frustration. All help is welcome! Please Please Please help! Thank you!!!
 
a bad cpu could cause that yeah. maybe a bad ps, but usually that would leave you with nothing working, not just no video. if you've attempted to boot with just cpu/ram/video/motherboard and nothing else and still get no video signal and have tried a new board/ram/video i'd try and get a cpu.
 
Yeah I tried to boot the motherboard outside of the case and it still didn't work. sorry for the confusion there.
 
If your CPU were bad you would get some sort of beep code from the mobo. 350W PSU should be sufficient to run a system like this without problems. The question is which PSU? Do you happen to have a PSU you can try instead? What case are you using?

I know I could solve the problem in person, but it's hard helping like this, because there is no simple cure for this sort of problem.

A tech at work didn't seat a P4 properly just recently ... she couldn't get the system to boot so she called me. Well, after trying a million things (I couldn't find the particular beep code, but it WAS beeping) .. I reseated the CPU and it worked fine.
So, I think it should beep if it was the CPU.
The fans are spinning, so it might not be the PSU, but those PSU troubles can be tricky to troubleshoot, as can ram problems.

edit: Also if the PSU is a bad one, it might be frying something in these mobos, causing them to go bust. 12V line might still be okay, but the Vcore might not be .. or something
 
Have you tried keeping the insert key pressed when you hit the power button? If it boots, quickly hit the delete key to enter the BIOS. Do you have the 3 pin fan connector from the heatsink plugged into the correct CPU fan header on the board?
 
I dont know if that MB is like this but this wasnt all that uncommon of a problem with motherboards that had a CPU Fan header and no fan on it... some motherboards have a option in the BIOS not to boot up if there isnt a fan running on the CPU header. Might wanna try any fan on the CPU header and see if it works, if you dont have a fan on it already.
 
Yeah my CPU fan is plugged into the CPU plugin. Ummmmm... let me go check what kind of PSU I have ... Ok it is a TTGI PSU 350W with a TTGI Hydraulic case. It says Athlon and P4 Approved on it. I guessed that that meant it was also Athlon XP approved. What else.. I think I have a 250W PSU in this computer but it is only a K6-III+ 500 MHz. Should I try that one on my computer? I will also take out my CPU and tell you if I get any beeps or anything.
 
Whatever you do don't try booting it with no CPU .. but I'm sure you know this.
Try the other PSU if you know it works.

Why shouldn't he boot without a CPU? I did it several times on my old PII system and nothing bad ever happened. If the mobo works properly, you'll get a POST code informing you of a problem with the CPU.
 
Can you get into the bios? Disable shutdown when cpu fan fail. If it's not that I would find a cpu you could try. My friend had a P4B with the cpu not seated right. You could go into the bios but that was it.
 
Sounds like a short to me. Check methodically all your mechanical connections.

I once had a problem with very similar symptoms that I eventually traced to a bad keyboard connector! So try leaving out, or swapping out anything you can. Its the most simple that is often the hardest to find...
 
True True, well I am going to borrow my friend's 1.4 Athlon tomorrow and see if my computer will boot with that in. If not, it has to be the power supply. Here's all the things I've tested:

Mobo
RAM
Video Card
Monitor
Case
and tomorrow CPU I will keep you updated.

If the CPU doesn't work either then I will change the PSU and see if that works. Well, this is my first computer that i've built and now I know the most important thing: stability. 🙂

Oh yeah I will also boot up w/ no CPU in as people say it is alright to do. See if I get a beep from the mobo.

Those are the exact symptoms of a misseated video card. I know you replaced the video card, but try reseating it a few times and rebooting each time. I had a similar problem, and I had to reseat my video card about 5 times before it worked properly. For some reason some AGP slots are more sensitive to that than others.
 
I played this game once (fans spin no video). On my 3rd motherboard I discovered it was the cpu. A perfect looking amd. No chiped edges, no overheating, looks new.
 
when you borrow your buds CPU, borrow his PSU and try that too. and of course, reseat all cards just to make sure they're in right. also reseat your memory.
 
Definitely sounds like a bad cpu, I also had a perfectly good looking cpu, fans would spin, ervything was powered, but nothing happened. Monitor acted like it was going to display, but then nothing. Definitely try a new cpu
