a 7 is VERY good. It means you average 79. Breaking 80 consistently is difficult. Shaving strokes at that level is even more difficult - all short game/putting/course management.
A zero is the ultimate goal. You are a 'scratch' golfer at that point and consitently score par for the course. If you want to learn more go to the USGA.
And if you REALLY want to get into it, pick up a rule book and read it. Saying you have a 15 handicap is one thing, saying you have a 15 handicap and always follow the rules is another. If one truly tracks and enters their score they are most likely playing by the rules.
