If you're talking about the tour staff then I don't know. But tipping is actually considered offensive there. I never tipped and anybody at restaurants or bars when I was there 5 years ago. It's a very egalitarian society 'mate.

Never tipped in a restaurant or on a tour, if you have a chance get down to Tasmania, my favorite part of Australia that i saw.

That is one of the things I'm doing on this trip :D

The thing is, once you're in-country, the cost to fly between points inside Australia are shockingly high. Given the low budget you mentioned, I'd think it'd be better to plan your whole visit touring around Far North Queensland, which does have plenty to see. That'd save you the high price of flying to another city.

Suggestions:

To see the Reef as you want, you fly into Cairns.

From there take the narrow gauge railroad up to Kuranda for about 2 days, where there are some fun young-peoples' places to stay, meet lots of young people, lots of babes.

Then rail down the hill again, rent a small car in Cairns, & boogie up to Port Douglas. That's a good spot to go out to the Great Barrier Reef.

Go snorkle on the Reef a couple of times (take your snorkle, facemask & fins from home), & cruise around, go boating in the Daintree Rain Forest, visit some of the several commercially operated butterfly forests along the way, etc. Drive inland a bit to see some amazing sights.
