Steam Workshop doesn't work for a game is because the devs don't want it to. The devs can opt out of it so they can sell you what would normally be a community mod as a paid DLC.That is really cool. Kinda like the steam workshop, though that only works for some games on steam. I see Doom 3 Phobos is listed there on the front page. That is a really neat mod I hear, been meaning to try it.
This isn't necessarily the reason. There are lot of older games on steam that support mods, with or without DLC, but many never had the steam workshop added. Some have the workshop added later though, such as SWEAW.
