Call animal control. Usually farm animals are illegal to have in suburban areas as pets.

My mom raises dairy goats, actually. She keeps around 20-40 at a time.

Goats DO NOT belong in a house, domestic goats would need an enclosure of some kind to survive, but it only needs to be 50 or 60 degrees F.

You need to call the city you live in and get an animal control officer out there. It's harmful for the goats to be in that environment AND harmful for the people living there. The mom sounds slightly unhinged and could do with some therapy. Bringing farm animals into a house "because they're cold" is not something rational people do.
