Glowing/Streaking

Some of you may have read from another thread that I had problems with glowing and streaking with my 19" Cornerstone monitor. Well, I've hooked up another monitor, this on being an LG 17" and it does the same thing. Could this be my video card?

512 MB DDR RAM
PNY Geforce4 Ti4400
