We don't know anything about max clocks on GF 14 nm vs TSMC 16FF.

Also, we know that Samsung 14 nm is more dense than TSMC 16 FF.

So for e.g. AMD Zen based desktop/server/APU, Samsung/GF process tech may very well be more suited.
