Global application in Windows XP

I have Windows XP set up with multiple users for the family, and I was wondering if it is possible to run one instance of an application that everyone can access. For example, I want to run a file-sharing program (eMule), and I want everyone to be able to search/download files without running the program multiple times or having them switch users. Can this also be done in Windows 2000?
 
Not really. At least, not the way you describe it.

A "global application" the way you're describing it should really be written as a service for NT/2K/XP.
